INVITATION FOR EMPANELMENT OF CONTRACTORS

1. Engineering Projects (India) Limited, a Mini Ratna company is a leading Prime Contracting Organisation engaged in implementing projects of varied nature including projects on Turnkey basis having a turnover of over Rs. 760 crores.
   
   EPI invites applications for empanelment from experienced, financially sound and eligible contractors in the field of: -
   
   

   A) CIVIL CONSTRUCTION CONTRACTORS.

    

   1.1	Residential complexes, Townships, Office Complexes, Multistoried buildings, Roads, Air fields, Industrial Complexes, Water Supply Works, Sewage Disposal Works, Water Tanks, Bridges, Irrigation works, Tunneling, Docks, Harbours, Piling works, Major Earthworks, Infrastructure works, Pipelines, Tankages, Structural Works and other Civil works.

    

   B) PLANT CONSTRUCTION CONTRACTORS (ELECTRO MECHANICAL)

    

   1.2	Air-conditioning, Heating & Ventilation Systems, Fire fighting, Dust Extraction & Suppression Systems, Lifts, Escalators, Erection of Plant/Machinery/Structures etc.

    

   1.3	LT/HT Electrical works, Rural Electrification works, Generators, Transformers, Transmission Lines, Grid Sub - Stations, Illumination, Instrumentation, Fire Alarm, CCTV and other Electrical works.

   
   
   
   
2. The application Form No. EPI/MMD/F/21 is for empanelment of Civil Construction contractors (For type of works given at 1.1 above) and application Form No. EPI/MMD/F/23 is for Plant Construction contractors (For Electro Mechanical type of works given at 1.2 and 1.3 above).  Both the forms are available on this website and can be opened by clicking on the form nos. given herein and can be downloaded, viewed and printed by the contractors after installing

4. The applications shall be accompanied by the required documents indicated in the Application forms such as :-

   
   

   1. Audited Balance Sheet for last 3 years.
   2. Completion certificates from clients.
   3. Plant & Machinery
   4. Manpower details
   5. Details of pending litigation etc
   6. Other details asked in the Application forms
      

   Applications which are incomplete, ambiguous and not accompanied by the required documents shall be rejected.
   
   
   

5. The categories of work classification are given in Annexure-I and monetary categories are given at Annexure-II to this document. Only the Contractors having a turn over of at least Rupees Five Crores during any one of the last three financial years ( 2004-05, 2005-06 and 2006-07 ) are eligible to apply against this advertisement and the empanelment shall be done in the monetary categories of U1, U2, U3, A and B only. The Annual Turn Over figures should be as certified by the Chartered Accountant and the application shall be supported by certified copies of balance sheets of last three years.
   
   
6. For empanelment the applications will be evaluated for meeting the minimum stipulated financial and past experience criteria. The details of plant & machinery, manpower employed, pending litigation, performance on earlier projects etc. shall also be evaluated for empanelment of the contractors. The applications received will be evaluated on the basis of information & documents provided by the applicant and in case the applicant is found to be suitable on the criteria of EPI, the applicant shall be empanelled for the category of works with monetary limit. The Monetary Category shall be selected in relation to the maximum Annual Turn Over achieved by the contractors in any of the last three years which should be more than or equal to the lower limit indicated for any of the selected monetary category as per Annexure-II. The applicant empanelled in higher monetary limit can participate in the tenders of lower monetary limit. The applications not meeting the criteria of EPI shall be rejected.
   
   
7. EPI at any time reserves the right to modify the eligibility criteria, to accept or reject any application, to annual the empanelment or to reject any or all the applications or accept new application at any time without assigning any reason or incurring any liability to the applicants.
   
   
8. The contractors who are under arbitration/litigation with EPI shall not be considered for empanelment, however, request from the contractor may be considered for empanelment upon resolution of dispute.
   
   
9. The empanelment of contractor shall be cancelled by EPI in case of poor performance of the contractor, abnormal delay in completion of work, abandoning of the allotted work, bankruptcy, for activities detrimental to the interest of EPI and in case empanelment is secured based on false information/documents. In case of cancellation of empanelment, the contractor shall be debared from tendering/taking up works of EPI for the period as decided by EPI. The decision of EPI in this regard shall be final and binding on the party.
   
   
10. The value of free issue materials (if any) shall be taken in to account while evaluating completion cost of project/Turn over. The value of such materials incorporated in the project/Turn over should be certified by the chartered accountant.
    
    
11. The empanelled contractors are required to submit bids to EPI against the tender enquiries issued to them from time to time for forming pre-tender tie-ups/association, against deposit works of various ministries/departments, for execution of works already secured/ being secured by EPI on the terms & conditions of tender documents to be issued by EPI on project to project basis. The empanelment is liable to be cancelled in case of non-response from the empanelled contractors consistently without any valid reason.
    
    
12. EPI reserves the right to call open/limited tenders in which the contractors not empanelled in this process but meeting the minimum criteria for the tender can participate. For such tenders, the empanelled contractors under this process meeting the stipulated criteria of tender can also participate.
    
    
13. The empanelled contractors shall be required to submit EMD for each tender separately as per the details given in the Tender Documents.
    
    
14. The empanelled contractors are advised to check EPI's Website www.engineeringprojects.com regularly for the tenders being invited by EPI from time to time. No claims of empanelled contractors shall be entertained whatsoever due to non-receipt of information about the tenders/enquiries of EPI.
    
    
15. EPI reserves the right to reject any application without assigning any reasons thereof and does not bind itself to accept any of the applications.
    
    
16. EPI takes no responsibility of applications lost/delayed in postal transit. EPI reserves the right to postpone the date of submissions or issue any amendments.
    
    
17. Empanelment does not guarantee for issue of tenders to the contractor for a particular job. EPI reserves the right to assess the performance & capabilities of contractor before issuing the invitation to tender and limit the number of bidders for a particular job. The empanelled contractors shall have no claim on EPI if any invitation for any job is not issued to them.
    
    
18. The contractors shall submit all the documents duly attested by a Gazetted Officer/Oath Commissioner/Notary Public. The contractors may be asked to produce original documents for verification. The contractors may also be called for discussions/clarifications and the contractors shall depute their authorized representative for the same.
    
    
19. EPI may make inspection at the works/work sites/offices of the applicants as and when required and as deemed fit.
    
    
20. Contractors selected for empanelment shall be empanelled for a period of five years. This period can be reduced or increased or the empanelment is scrapped at any time, at the sole discretion of EPI without assigning any reasons. In case of empanelment, the contractors shall be required to submit every year the latest Balance sheet, up to date list of work done, works in hand etc. failing which their empanelment is liable to be cancelled.
    
    
21. Contractors whose empanelment with EPI is valid as on last date of submission of application need not apply again against this advertisement. However, the empanelled contractors may apply for up-gradation of their empanelment, if eligible and shall submit complete details in the respective EPI’s application forms mentioned at Sl.2 above.
    
    
22. The application/documents submitted to EPI are non-returnable.
    
    

23. The applications shall be signed by a duly authorized person of the contractors

    1. a. In case of Sole Proprietorship, an affidavit of Sole Proprietorship and if the application is signed by any other person, Power of Attorney issued by the Sole Proprietor, in favour of the signatory.
       
       
    2. b. In case of partnership, if document is not signed by all the partners, Power of Attorney in favour of the Partner/person signing the documents, authorizing him to sign the documents.
       
    3. c. In case of a Company, a copy of the Board resolution, authorizing the signatory to sign on behalf of the Company.

     

    Applications from Joint Ventures/ Consortium may be considered by EPI at its sole discretion.
    
    

24. Applications with following discrepancies are liable to be rejected :
    

    1. Applications which are incomplete, ambiguous and not accompanied by the documents asked for and the processing fee.
       
       
    2. Even though an applicant may satisfy the minimum criteria of EPI for empanelment, his application is liable for rejection, if he has record of poor performance such as abandoning work, not properly completing the work, delay in completion of work, poor quality of work, financial failure/weakness etc.
       
       
    3. Application in respect of which canvassing in any form is resorted to by the applicants.
       
       
    4. If the applicant made misleading or false representation or deliberately suppressed the information in the application form and documents etc. or resorts to unfair methods in creating circumstances for the acceptance of his application.
       
       
25. The completed applications along with required documents shall be submitted in duplicate in an envelope marked “EMPANELMENT OF CONTRACTORS” at the nearest Regional Office of EPI given above at Sl. No.3. The applications shall be submitted along with non-refundable processing fees of Rs.15,000/- (Rupees Fifteen Thousand only) in the form of Demand Draft/ Pay Order in favour of Engineering Projects (India) Ltd payable at the location of the respective Regional Office of EPI where the application is being submitted.
